Trevor Phoebe
Principal

Trevor is an experienced educational leader dedicated to fostering excellence in teaching, learning, and student wellbeing. He is passionate about creating a positive, inclusive, and high-performing school culture where every student is encouraged and supported to achieve their full potential.

Trevor has worked across a diverse range of school communities, including in Donnybrook, Forrestfield, and Christmas Island. These varied experiences have strengthened his belief in the importance of strong community engagement and collaborative partnerships that enhance opportunities for students and contribute to positive school outcomes. He is committed to building respectful relationships with staff, families, and the broader community to support a culture of continuous improvement and success.

Outside of education, Trevor values cultural experiences and global perspectives. Together with his Spanish wife he has travelled extensively. Their experiences include driving the length of Route 66 across the United States, walking the Christmas Island marathon and completing the 800-kilometre Camino de Santiago pilgrimage in 2023. They also maintain strong personal connections to Spain, where they regularly spend time in their Spanish family home in a small village near Pamplona.

Will Blackshaw
Board Chair

Will’s three daughters have all attended Shelley Primary School, and he was motivated to nominate for the board to be able to put something back into the school.
Will is an Emergency Services Manager, holding a postgraduate Certificate in Executive Leadership and Management. Will brings expertise in governance and accountability to the board.

It is his skills in these areas that he believes assist his role as School Board Chair.
Will is an advocate of a well-rounded education, which allows all students to make decisions with a good grounding in many skills.

He enjoys being part of a well-functioning board and enjoys contributing to the growth of the school

Shalini Vijeyaendra
Parent Representative

Shalini has two children who attend Shelley Primary School – in Years 5 and 6. Shalini is currently part of the Executive Committee of the P&C and the Deputy Chair of the Shelley Primary School Board. Shalini has been a member of the School Board since its inception in 2019.

Shalini began her career as a Solicitor, working in private practice for about 13 years as an advocate for her clients. Since then, Shalini has completed a Bachelor of Arts (Psychology) (Hons) and has been involved in perceptual expertise research.

Shalini is currently working in the governance and compliance space, specifically with respect to global higher education. Shalini remains passionate and determined to keep Shelley Primary School a school where students of all abilities, backgrounds and interests feel welcomed, supported and inspired.

Amanda Spencer-Teo
Community Representative

Amanda was the City of Canning’s Deputy Mayor and Bannister Ward Councillor from 2020 to 2025.  

Amanda has served on the Shelley Primary School board since 2021 and has been involved in the local community for many years holding numerous board positions in local schools and not for profit organisations.

Amanda is mother to four children attending Primary and High schools in the local area. She was a member of the Rossmoyne Primary School Board as a parent representative and has held several positions on the Rossmoyne Community Kindergarten Parent Committee including Grants Officer, Treasurer and President.

Amanda has a strong passion for Education and the Environment and looks forward to continuing working with the Shelley Primary school community and Board.

Sue Schmidt
Parent Representative

Sue has two daughters at Shelley Primary School in years 3 and 6 and one high school aged daughter who was also a former student. 

Sue began her career as a Solicitor, working in private practice for approximately 12 years. Sue worked in general practice and specialised in commercial disputes and litigation in the District Court, Supreme Court and Federal Court. Sue is an Accredited Mediator and was a volunteer trainer of high school students in mediation competitions.

Sue is now a director of a family business with a retail front which has grown to two premises and an online store.

Sue recently took on a significant role in the project management of a residential construction project for two years.

Sue’s experience working in her professional capacity as a lawyer, mediator, volunteer trainer, director of a family business and scheduler has enabled her to engage with the school community and to advocate those values and perspectives to the School. Sue values the core principles of Shelley Primary School while serving to progress the future of the school to encourage all children to feel seen,
appreciated, respected, supported, offered opportunities to grow and develop autonomy. Sue would like to see the school continue to advance its activities while maintaining the fundamental benefits of a small school feel within the community.

Barry Steineck
Parent Representative

Barry has one child currently attending Shelley Primary School in Year 5 and a son who is a former student and is now attending high school.

He has worked in the plumbing and gas fitting industry for 29 years and has been the director of his own plumbing business for the past 21 years. Barry also holds a Master of Business and served as President of the Shelley Primary School P&C for six years.

Through his experience in business leadership, organisational management, and parent representation, Barry brings valuable perspectives to the School Board. He is committed to supporting the school’s ongoing success and ensuring that the views and concerns of families are represented in Board discussions and decision-making.

Josh Bond
Parent Representative

Josh and his wife Felicity have two children at Shelley Primary School – Isabella (10) and Tommy (8).

He began his career in education as a Health and Physical Education teacher and is currently the Principal of Austin Cove Baptist, an independent secondary school located south of Perth. Josh also has experience working in tertiary education including universities in WA and Victoria, and is the Director of Initiate Australia – a charity Felicity and he founded 15 years ago, which focuses on education programs in impoverished communities. 

Josh holds a Master of Arts in International Development, and has a passion for governance and development work.

Josh enjoys coaching his children’s sport teams, travelling and surfing. 

Rebecca Kok
Parent Representative

Rebecca is a mother of two current students as well as another future Shelley Primary School student.

Rebecca has worked in the public service for 18 years specialising on family and children’s welfare. With a background in both education and social work, Rebecca’s work has now shifted to shaping policy,  developing guidance and leading practice within the Department of Communities.

Shelley Primary School’s core values to learn, respect and be safe align with Rebecca’s keen interest and professional commitment to children and families’ safety and wellbeing.

Rebecca would like to utilise her expertise in these areas to assist the school in making informed decisions to sustain the welcoming, supportive and respectful school environment within the community

Christy Ercegovich
Staff Representative

Christy has worked in education for over 30 years, including 20 years at Shelley Primary School across a range of year levels. She currently teaches a Year 5/6 class and is a member of the Student Services Team in her role as Learning Support Coordinator. Both of her children attended Shelley Primary School.

Christy joined the School Board to strengthen and maintain connections within the school community, and to contribute to effective school governance. She is committed to supporting informed decision-making and positive outcomes for the school.

Chris Leeuwangh
Staff Representative

Chris has served as Deputy Principal at Shelley Primary School since 2010, bringing experience and dedication to the school community. He began his career with the Western Australian Department of Education in Tom Price before working across a variety of schools throughout the metropolitan area. These experiences have provided him with a broad understanding of education, leadership, and the importance of fostering positive school cultures that support students, staff and parents.

Throughout his time at Shelley Primary School, Chris has played an active role in the school’s leadership and governance. He was a member of the School Council from 2010 to 2018 and was part of the team supporting Shelley Primary School’s transition to becoming an Independent Public School. This led to the establishment of the School Board, of which Chris has remained a committed member. Working collaboratively with staff and fellow Board members, he has contributed to the school’s governance processes, including participation in School Reviews and the development of strategic Business Plans that guide the school’s future direction.

Chris is passionate about empowering students to take meaningful action in caring for the environment. He strongly believes in providing students with opportunities to develop leadership, responsibility, and environmental awareness. This is reflected in his role as Leader of the Shelley Primary School River Rangers Cadet Group, where he encourages students to actively engage with environmental initiatives and develop a lifelong commitment to sustainability and community involvement.

Bradley Carle
Staff Representative

Brad has been a dedicated member of the Shelley Primary School community since 2013, bringing extensive experience across middle and upper primary, as well as specialist roles in Science and Physical Education.

Throughout his career, Brad has broadened his leadership and governance expertise through Deputy Principal and Principal roles across multiple schools, strengthening his understanding of effective school operations and strategic planning.

With a teaching career that began in 2003, Brad is deeply passionate about fostering strong community connections and contributing through service.

Brad also holds multiple committee and board roles within local sporting clubs and volunteer organisations, reflecting his ongoing commitment to supporting and enriching the wider community.
