2021 – 2023 SHELLEY PRIMARY SCHOOL BUSINESS PLAN
“We are pleased to present our unique Shelley Primary School Business Plan 2021 to 2023. We have been guided by the strategic direction set down by the Department of Education. As well as our guiding agencies, we thank our parents, students and workforce for their contribution to our Business Plan. This is a process that has occurred over many months.
Our school is an independent public school and this Business Plan demonstrates the capacity to respond to and work with our community to cater to all of our specific Shelley Primary School students’ needs. We, at Shelley, are to control growth and change in this independent school environment. Our Business Plan is our tool to control such change.
Our school’s long-term vision hasn’t changed. Our vision, as a community, is to inspire a passion for learning. To achieve our vision, we have a plan that is divided into five key pillars; about the students, about the teaching and teachers, about the workforce as a team, about the operations as a business and about the community. We have three years (to December 2023) to achieve our decided outcomes – there are four outcomes under each of these five key pillars. We are to deliver upon all of these promised outcomes, but not all at once. We know which outcomes are to be achieved in each of the three years.
Students benefit from Shelley PS having independent public school status through our having the flexibility to shape a unique curriculum and staffing structure that reflects their needs and can be changed in line with our local community’s evolution. The next stage though, is a little harder. The value of autonomy is only beneficial when we use it effectively. You may notice, that this Business Plan certainly elevates how we are using our autonomy more effectively.
To make a greater step towards autonomy, we have written our Business Plan in a leading-practice, executable planning method. You may notice it’s as
though we are in December 2023 – as though we have achieved what we have set out to achieve. This is a highly accountable planning method. The plan does not include ‘how’ we are going to achieve it – we leave this open so we can all contribute to the ‘hows’ in an engaged and flexible manner. The school Principal is accountable for the Plan’s achievement and the School Board is responsible for its oversight. All of us are responsible for achieving the plan. At least 20 per cent of the plan is difficult to achieve – we appreciate that. However, we couldn’t make it easy to achieve as this would mean we wouldn’t be growing as a community.
Our School Board has endorsed this three-year plan. If you are inspired to contribute to a piece in the plan, we’d be most interested in hearing how you can be involved. Thank you again for your contribution to date.”

School reviews provide feedback to principals, their staff and the school community to help improve school performance. They also add to existing quality assurance measures. A review team comprising a Director, Public School Review and a peer reviewer conducts each Public School Review. The peer reviewer is a co-opted public school principal.

We implement the Guiding Principles for Western Australian Schools to promote equity and excellence at Shelley Primary School. These principles ensure that schooling contributes to a cohesive society that respects and appreciates cultural, social and religious diversity and provides learning that meets the educational needs of young Western Australians.
